Endorsement: McHenry County State's Attorney

The bitterly contested race for the Republican nomination for McHenry County state's attorney pits a first-term incumbent against a man he showed the door.

It's no surprise these men do not like each other, but what's surprising is the amount of vitriol coming from both camps.

State's Attorney Lou Bianchi, who had no previous political experience before running for office in 2004, stepped in when longtime chief prosecutor Gary Pack chose not to run for re-election.

Dan Regna, who worked for Pack as a prosecutor for nine years and then campaigned against Bianchi, was given his walking papers when Bianchi took office.

In criticizing the incumbent, Regna points to a substantial turnover of assistant state's attorneys in the office, what he calls failures in the prosecution of several high-profile cases, a failure to adequately advise the county board regarding a lawsuit the county faced, and a breakdown in vital relationships with law enforcement as well as victims.

In answering the criticisms during a meeting between the Daily Herald editorial board and the candidates, Bianchi often appeared lost -- confusing high-profile cases and even the names of key attorneys in his employ, and having little or no documentation or knowledge to back up his claims that he's spending less on outside attorneys than his predecessor.

He's either depending too much on other people or he doesn't possess that knowledge himself. Neither is good.

Bianchi lays a lot of what he says is the success of his office at the feet of his criminal division chief, Nichole Owens, but seems somewhat ignorant of how she gets it done.

It's important for a state's attorney to have a pit bull for a lead prosecutor in criminal cases, but it's also important for him to keep hold of the leash.

In our view, Bianchi's biggest problem is judgment. Poor judgment used in the initial pursuit of charges against Allen Lee, the Cary-Grove High School student who wrote in a stream-of-consciousness essay about shooting up a school. It seemed more a nod to public pressure than a sound legal decision. And judgment discarded entirely in the treating of his staff and others to $17,000 in lunches, doughnuts, candy and other goodies during his term.

Bianchi, responding to a September investigation by the Daily Herald that spotlighted his excessive reimbursement requests for meals and treats for himself and staff, said he'd done nothing wrong and it was all just part of doing business. It may be a vanishing part of doing business in the private sector, but it has no place in county government.

We applaud Bianchi for since halting the practice of asking taxpayers to foot the bill, but given his justification for it he likely only did so due to the resulting public outcry and threat of legal investigation.

For all of Bianchi's faults, Regna is not a perfect alternative. During our editorial board meeting he accused Bianchi of failing to adequately brief the county board on a potentially costly legal matter. When called on it, he backed off, saying his information was incorrect.

We appreciate his quick acknowledgment of an error but feel it crucial to rein in such reckless rhetoric.

Regna has the backing of the preponderance of the law enforcement community, including one-time Bianchi backer Sheriff Keith Nygren. They view him as a straight shooter.

Four years ago, we endorsed Bianchi as a breath of fresh air. We feel he's had his shot, and we've been disappointed.

If Regna can stay above the politics that has dominated this race for the past few months and keep his eye on prosecuting cases and running the office efficiently, he should do well.

Regna is endorsed. There is no Democrat yet to face the winning Republican in November.


 

Sheriff reverses course, backs Regna for state's attorney

In a surprising shift from his prior stance, influential McHenry County Sheriff Keith Nygren announced Thursday he is endorsing Daniel Regna over incumbent State's Attorney Louis Bianchi in next month's Republican primary.

Nygren, one of Bianchi's chief supporters in his 2004 campaign, said he no longer believes the incumbent is the best person for the job.

"I'm not going to say anything bad about Mr. Bianchi," the sheriff said, "But I think (Regna) is the best choice."

Nygren made the announcement Thursday after initially giving signs over the summer he would support Bianchi. More recently, however, Nygren has pulled back from the Bianchi camp, saying just last month he believes both men were qualified and he planned to stay neutral.

The sheriff, however, said he decided to make a public endorsement of Regna, a former prosecutor under previous State's Attorney Gary Pack, at the urging of other law enforcement officers.

"I had so many calls from not only police administrators, but rank-and-file men and women who work on the street, asking me to support (Regna)," Nygren said. "I felt compelled to say something."

Regna, a Woodstock resident who now works in private practice, reveled in the endorsement Thursday from one of the county's most powerful political figures.

"Sheriff Nygren is greatly respected by the voters of this county," Regna said. "I believe his endorsement will have a huge impact."

Bianchi, who touted Nygren's backing four years ago, played down the significance of the endorsement Thursday and instead noted his support from state legislators, County Board Chairman Ken Koehler and a majority of the McHenry County Board.

"This office will continue to work closely with law enforcement agencies across the county for the good of the citizens," he said.

What makes Nygren's endorsement all the more surprising was that four years ago he and Regna publicly clashed over letters sent to dozens of sheriff's deputies seeking support for Bianchi opponent Glenn Gable.

Regna, a Gable supporter, sent the letters, which claimed deputies should have concerns over having someone closely aligned with Nygren in the state's attorney's office.

Both men said Thursday that dispute is in their past.

"He apologized for that and it's behind us," Nygren said.


Sheriff does an about-face in state's attorney endorsement

If you asked McHenry County Sheriff Keith Nygren about Dan Regna a few years ago, you were likely to get an earful.

The sheriff was firmly backing Lou Bianchi for McHenry County state's attorney and he was none too happy with a young prosecutor named Regna who had the audacity to distribute a letter of support for Bianchi's rival to sheriff's deputies at sheriff's headquarters.

Much has changed.

Nygren's announcement Thursday that he's now backing Regna over the man he helped put in office likely will have even casual voters wondering what's up.

Nygren wouldn't articulate specifics. "In life we're presented with choices. It's important we choose the best choice for our department. I think the best choice for our department and the community is Dan Regna. Setting friendship aside and past context aside, what's the best choice? It's Dan, in my opinion."

True blue backing

Nygren was one of many law enforcement backers to attend a "wall to wall" turnout for Regna at Finn McCool's in Crystal Lake on Wednesday night. He did say it was clear from law enforcement officers there that they feel there needs to be a change.

Bianchi contends that most police leaders and rank-and-file officers support him.

But the sheriff's announcement, multiple police union endorsements and a letter from the McHenry Chiefs of Police Association making it clear the chiefs aren't taking sides doesn't seem to leave a lot of law enforcement backing for anyone else.

Will Nygren's endorsement hurt Bianchi? That's up to you McHenry County voters.

Black and blue, too

Regna, by the way, is apparently not afraid of a fight. The sheriff's department awarded him the "Dick Butkus" award after he tackled a prisoner attempting escape from a courtroom during a case. "He knocked him halfway to heaven," Nygren said. "Not only did he prosecute the case, but he did a nice body slam on the guy."

Nygren endorses Regna

WOODSTOCK - After staying neutral in a heated state's attorney's race for about nine months, McHenry County Sheriff Keith Nygren on Thursday gave challenger Dan Regna a potentially major boost by endorsing Regna's campaign with less than a month to go before the election.

"I think he is the right choice for the community, and I think he is the right choice for the sheriff's department," Nygren said.

Nygren said he thought long and hard before deciding to back Regna, a former county prosecutor, over State's Attorney Louis Bianchi. In 2004, when Bianchi was first elected to office, Nygren provided unfettered support to Bianchi.

Nygren wouldn't discuss what he believes are pitfalls of Bianchi's administration.

"I'm not trying to do this with fanfare and it was not designed to make anyone look bad," Nygren said. "I'm only one vote, but if my opinion is important to anyone, they should take that with them when they go in to vote."

Ultimately Regna's support in law enforcement community led Nygren to make an endorsement, Nygren said.

"It's been non-stop that people have asked me to take a stand on it," Nygren said. "It is very difficult to ignore that."

Bianchi and Regna square off in the Republican primary on Feb. 5. No Democrats have filed for the post.
